Case Studies
Pennywell in Sunderland has seen sustained investment to improve housing quality and rebuild the estate following large‑scale clearance of social housing in the early 2000s. Gentoo Group has completed a £19 million programme to upgrade more than 1,100 existing homes using a whole‑house approach, delivering new roofs, windows, insulation and external works to improve energy efficiency. Alongside this, 118 new homes have been delivered for market sale on the Chester Gate site. Building on this renewal, construction began in 2025 on Hilltop Park, which will deliver 294 high‑quality, energy‑efficient homes for social rent and shared ownership. Together, these investments show how upgrading existing homes and delivering new supply can support long‑term estate renewal and stronger communities.
The regeneration of Park Hill, Sheffield, began in 2004 through a joint venture involving Places for People, Urban Splash, Great Places, Homes England, Sheffield City Council and other partners. The project is transforming a Grade II*-listed estate into a mixed, sustainable community, delivering homes across tenures, including significant affordable housing, alongside community, cultural and workspace facilities. Extensive community engagement shaped the design and long-term management, supported by a customer-led management company. In 2026, £6.4m Homes England funding confirmed Phase 4, delivering 125 new homes. A major new phase of the development will see 24% of homes delivered as affordable housing, following a new agreement between joint venture partners Urban Splash and Places for People and Great Places Housing Group.

Jigsaw Homes Group has delivered its largest affordable housing development to date in Thornton Cleveleys, Lancashire. The 210-home scheme, just off Bourne Road, was developed by Breck Homes and has a mix of one- to four-bedroom houses, bungalows and apartments for Affordable Rent and Rent to Buy. Work at the £25m development, which has regenerated land at a former power station, began in 2022. The first residents were able to move into their new homes in March 2023, and it was completed a year ahead of schedule in March 2025.
Clover House is an award-winning supported housing development in Ardwick, Manchester, delivered by Jigsaw Homes Group to help residents transition towards independent living. Built on a regenerated brownfield site, the scheme provides 24 one-bedroom social rent apartments, including two wheelchair-adaptable homes. Developed in partnership with contractors RP Tyson Construction and DK Architects, and funded by Homes England and the GMCA Brownfield Fund, the homes are allocated by Manchester City Council. The scheme combines high-quality, energy-efficient design with tailored on-site support from Jigsaw Support, helping meet acute local housing need while contributing to long-term neighbourhood regeneration.
Completed in December 2024, this regeneration project has transformed a once-declining neighbourhood into a thriving, family-focused community close to Bradford city centre. The development delivered 107 high-quality homes, replacing former high-rise blocks with housing better suited to local needs. The scheme offered a balanced tenure mix of 53 affordable rent homes, 37 rent-to-buy properties and 17 shared ownership homes, supporting a range of customers and pathways to homeownership. Located within the Southern Gateway, the scheme lays the foundation for the city’s broader regeneration plans, including the ambitious City Village initiative. With improved connectivity, safe streets, and family housing at its heart, Millgrove has created a vibrant, sustainable place to live.
Woodland Bank is a regeneration scheme in Bingley that has replaced outdated tower blocks and delivered 93 high-quality new homes, creating a safe, welcoming community in a stunning setting overlooking the Yorkshire hills and moors. The development included 48 homes for affordable rent, 35 for shared ownership, and 10 for rent-to-buy, giving people different ways to find a home that works for them. Designed around its natural surroundings, Woodland Bank keeps existing woodland, improves access to the canal and includes landscaped shared spaces that support wellbeing and biodiversity.
