Homes for the North has welcomed the Government’s 2025 Comprehensive Spending Review as a pivotal moment for the future of housing and infrastructure across the North of England. The review, delivered today by Chancellor Rachel Reeves, outlines a bold vision for national renewal, with significant investment earmarked for transport, housing, and regional development.
Among the headline announcements is a £15.2 billion commitment to regional transport infrastructure and a decade-long boost to the Affordable Homes Programme. These measures are designed to provide long-term certainty for housing providers and stimulate economic growth in areas that have long been underfunded.
Bronwen Rapley, Chair of Homes for the North, praised the Government’s direction, stating:
“Homes for the North welcomes today’s Comprehensive Spending Review which sets a new course for affordable housing delivery in the North of England. With this increase in funding for the Affordable Homes Programme and long-term rent settlement we can support the more and better homes needed in our region while also investing in repairing, improving and decarbonising existing homes. The announcement of billions of pounds of investment in the North’s transport infrastructure represents a clear long-term commitment to Northern growth and will enable new housing opportunities across the region. This has been a strategic priority for Homes for the North, and we are delighted to see the Government’s alignment with this goal.”
“With this Spending Review settlement, we can fast-track the development of affordable, sustainable homes, breathe new life into communities, and help drive the inclusive growth the government rightly champions. We look forward to continuing our work to turn these ambitions into lasting change for the North.”
The review also includes a landmark overhaul of the Treasury’s Green Book rules, which have historically disadvantaged regions outside London in the allocation of public investment. This change is expected to level the playing field and support transformational projects that deliver long-term benefits to communities across the North.
Homes for the North believes these commitments mark a turning point in the Government’s approach to regional development. By aligning infrastructure investment with housing delivery, the North is better positioned to meet the growing demand for affordable, high-quality homes while driving inclusive economic growth.
